It would be nice to make shaders that works both on mobile and computers, or offer a separate file for OpenGLES. I'm not sure this is in scope but since this is just starting it would be easier to maintain if the choice was made now

This is a good point. After looking at the OpenGL ES quick reference guide, I believe most shaders that will show up in here will be compatible with OpenGL ES. If they are found to be broken, I'd be willing to fix them (or provide an alternative file) on a case-by-case basis.
