Add /arena level PlayerA give/set/take command to edit player levels during arenas.

It's my understanding that there's currently only one way to have players buy items during the arena itself which is with signs. If there was a command to edit players xp/levels during the arena that would allow users to make whatever shops they could want using commands, guis, etc.
