[feature]: Remove rimraf in root repository

If @kcinternal/commandline is finished with clean command, we can remove rimraf package and using del package in commandline instead. this will help lean project structure and improve install time in CI

On project structure early v2, we using rimraf to cleanup project cache tmp and all unnecessary files/directories. but now we working on improve @kcinternal/commandline package to support all of this cleanup, so we can remove unused package.
