doc link changes with a new released doc patch

Feature description
It would be nice if the link for each Major.Minor release is static. Currently, if there is a documentation patch update for Kabanero 0.4, we would release docs 0.4.1
This causes the website link to change from /docs/0.4.0/.... -> /docs/0.4.1/.... so this is proposing we change the folder name to just 0.4 so the link would be /docs/0.4/.... no matter how many patch updates we give, the link will remain static for the 0.4 release
