Phone Service: Persistent notification should be of persistent type

The "ControlX2: Connected to pump" notification can be swiped away, because the notification is not set as an Android persistent notification. The notification should appear like the official tandem app (as well as plenty of other third-party apps, like Tasker) as a persistent notification which cannot be swiped away, as should be the case for long-running Android services.
