Add Channel Specific Links

Oftentimes a channel header will include links (to Github repo, a document for the channel, a link to the Jira epic, etc.) to various locations. It would be really cool to consider adding some functionality to the plugin which would enable users to create a "link list" in a channel for them to easily navigate to the common links.
