The various utils functions can be absored by toolkit. Also, it includes the pdf extraction functionality for non-elibrary content.
The PDF-styled content now has its separate row in the sc-tbl-decisions. Now need to figure out how to reconcile PDF-styled content with path-based content, e.g. what if a decision has both? Might need to modify the table so that the main decisions table will consist of a (1) PDF url and/or (2) a path-based url. The latter element still needs its own interface since , at present, all path-based content is a local file-based implementation rather than cloud-based one.
