Allowing for downloading mods

I would like to create a mods manager to better be able to keep track of mods, including the functionality of downloading directly from an URL. So people could just share an URL to copy and paste, instead of sharing an entire file to copy, paste into a text editor, save as..., and then forget where you downloaded the mod from. It would also facilitate sharing collections of mods or multi file mods.
is it feasible to build this using a modified version of Hooks? If so, where do I start? Thanks in advance!
Essentially what I need to know is how to create custom fields in Hooks settings and where in Hooks are the URLs loaded.
Huh... how to add new hooks? I thought it was just adding a new file but it seems that I am wrong.
