Add support for creating a local svn mirror

It seems svn2git currently breaks due to gateway errors (https://trac.osgeo.org/osgeo/ticket/2499)
As a workaround, we should look at adding scripts to produce a local svn mirror and have our sync/setup scripts point to our local svn mirror instead.
The gateway errors are gone for the most part, so no need
