gorelease fail to publish a new release

Run actions/setup-go@v1.1.1
  with:
    go-version: 1.13.x
Error: Unable to process command '##[set-env name=GOROOT;]/opt/hostedtoolcache/go/1.13.15/x64' successfully.

fix by upgrading action version to v2.
