"Star" fill type is inconsistent

From the comment on the star fill type I would expect that the vias are stitched in a fairly regular X-shaped pattern. However, the pattern seems to randomly deviate, giving inconsistent and unpredictable results.
For example:
If we take the first row of zig-zags and overlay it onto the remaining rows then the deviation becomes clear:
