Does not function on my installation

I'm not really sure why, and I don't really know where to start troubleshooting.
On https://amiunique.org/, it reports that I do have the header enabled. However, on https://coveryourtracks.eff.org/, it reports that it is not enabled. I'm somewhat confused by this.

this reports the header as enabled.
I'm having the same problem
