how to put Invade and Annex on a Host Havoc server?

the above says it all I'm trying to start a server for private/pub use for my milsim group due to another member holding server owner over our heads but know nothing about creating it I have been following guides and still can't get the server running I am having a steamAPI issue. any help would be amazing thank you and will have more questions
