How to create an invoice on a testnet?

For developing/testing my app locally, I'd like to create an invoice on my local simnet, rather than Bitcoin mainnet, but it doesn't appear there's a way to define network info. Is this something that can be added to the spec? Or would this fall perhaps under the responsibility of the wallet provider?
