Inkscape changes in default units means patterns aren't scaled correctly

Needs to be fixed. Rather than trusting the new defaults, we should probably nail down the units to mm and double check for any possible side effects.

Things that are likely to be impacted are all things CSS, line spacing, and the SVG render bot.
