Tagged version quite old?

I noticed that PackageEvaluator wasn't finding the tests, but then I realized the tagged version is very old. Maybe tag 0.0.1?

I've added detection for solitary .jl files in the test folder so this will switch from blue to green on status.julialang tonight.
