What about grouping countries within sub regions?

The sub regions are available in the territories array. The craft team just doesn't have the corresponding relationship data for country alpha-2 code to the UN numerical code.
I would like to be able to have a multi-select with the ability to select the sub region or individual country within the sub region.
Thoughts? Thanks
