For EHI, does "produces and electronically manages" correctly convey "entire database"?

As mentioned above, our intention is that “produces and electronically manages” refers to a health IT product’s entire database. However, we seek comment on the terminology used (“produces and electronically manages”) and whether that captures our intent or whether there are any alternatives to the language we should consider to further clarify our intent.
