Arbitrary resource links in nodeinfo JRD?

The protocol isn't explicit about this, but is the nodeinfo JRD only supposed to contain links to nodeinfo documents of various versions? Or is the intent that any JRD link can be included (similar to Webfinger)? I'm asking because there's an FEP that suggests adding an ActivityPub actor link and a few applications have implemented it. I know it's technically allowed given it's a JRD, but I'm wondering if that was the intent in a nodeinfo context. I assume any consumers who don't understand the ActivityPub link relation type would just ignore it, but it may be good to add a clarifying sentence or two to the protocol description.
