[Feature] Fill Empty Webpack file

Issue Description

I wrote an empty webpack config file manually than when I tried it to launch Create Webpack, I expected to fill the empty file.

Solution I'd like
Auto-Fill empty and/or replace missed configuration if the devs clear them accidentally.
