AppVeyor consistently fails on Environment: RUBY_FOLDER_VER=23

Every commit of every recent pull request fails the AppVeyor CI tests with Environment: RUBY_FOLDER_VER=23

The error log reads:

Fetching source index from https://rubygems.org/
Retrying fetcher due to error (2/6): Bundler::Fetcher::CertificateFailureError Could not verify the SSL certificate for https://rubygems.org/.

Ruby builds for Windows have been built using two different systems. Ruby versions 2.3 and previous are built with RubyInstaller, Ruby versions 2.4 and later are built with RubyInstaller2.

OpenSSL needs a cert file to verify a site’s certificate. First, Ruby looks to ENV['SSL_CERT_FILE'], and then looks to the OpenSSL::X509::DEFAULT_CERT_FILE constant. If neither point to a valid cert file, no verification can be performed.

Ruby RI builds do not properly set the constant, and the ENV variable is not set in the default Appveyor environment.
Conversely, Ruby RI2 builds are packaged with a cert file, and the constant is properly set.

This issue has been automatically marked as stale because it has not been commented on for at least two months.

The resources of the Jekyll team are limited, and so we are asking for your help.

If this is a bug and you can still reproduce this error on the master branch, please reply with all of the information you have about it in order to keep the issue open.

If this is a feature request, please consider whether it can be accomplished in another way. If it cannot, please elaborate on why it is core to this project and why you feel more than 80% of users would find this beneficial.
