One way to do analysis on flat files is using tools like jq and command line visualization tools like data_hacks
To quantify the number of sponsors on passed legislation you would filter to passed legislation with select(.StatusName == "Enacted") and count the number of sponsors with .Sponsors | length and then calculate a histogram.
