Alert should avoid sending false positives for short spikes

A CPU usage might spike for some short lived process. It should take this into account since it is getting CPU usage info every second or so.
closing because I think there is no use for this right now, it seems more important to stop alerting after an alert is sent and then check again after a certain period of time
