Linting and formatting standards

Everyone has their editor configured differently. For this reason, many PRs show off-scope changes to the code formatting, which make it harder both to navigate individual diffs and also potentially understanding when a line was created or modified in a way that isn't just a single tab added or removed.

I think it'd be more practical to have a single configuration that everyone can use.
