Design and implement smart search + filter

This should be done mainly on the UI side as a separate user dialog.
The user should be able to add/edit/remove various criteria (or conditions) of the search mechanism. Once applied, the criteria might be changed or completely disabled by the user.
The criteria should also be persisted through the UI sessions.
