Eve Spawn on Low Pop

Not sure if there is a way to fix this. On small servers, the Eve Spawn for new players or players who didn't live to 60 falls west of the west-most well. On 7 (and other servers) we've been getting some players who enjoy running west and setting up wells to deliberately push the spawn away from the general population. So we have an entire populated area in a highway network from -10,000 out to -30,000 with one person running 7,000+ tiles west of the highways and setting up a base in the wilds. They know what they're doing, they do it to frustrate everyone else who now has to run 7k through the wilds just to reach the west-most highway. We accept normal westward expansion, as new people join the server and the spawn moves slowly westward. But this person's well is collapsed, they haven't been on in a week, and new players are still spawning west of that base at -37,600+ in the wilds and dying right away. 7 used to be welcoming to new players who can find and navigate the highways, move into an empty base, or start their own place within the highway network to easily find their way home if they die early. But the mechanic for Eve Spawn is being manipulated to sabotage the server. We're not getting new residents because they're eaten by unleashed bears roaming the Eve Spawn area 7k+ outside of the neighborhood. We can sometimes pull the spawn back after an update, if the most-west well isn't active, but without the server updates, is there a way to prevent bad intentioned players from manipulating the server on their own.
