Playstore: I can't create subscriptions

I'm just trying to create a subscription.
Open Play Console and go to the Subscriptions page (Monetize > Products > Subscriptions). Click Create Subscription.
The problem is that I don't have the label. I only have a button to upload an APK.
In Menifest file I added this permission too but after that google shows "We've detected that one or more of the app bundles included in this release are using the following Play Billing Library versions" error
I founded workaround for it
