Add color selector wheel control

Color selector controls are common in applications that take advantage of inking and come in all different varieties including a standard grid of colors, sliders, and wheels. This addition to the UWP toolkit will include a simple and easy to use color wheel control that allows the custom picking of a color.
The control will also need to support a variety of input types including touch, mouse, pen and keyboard
