php intl not recognized

on Amazon EC2 running Amazon OS with php7.0, intl module installed and tested with
php -m | grep intl => intl
but loading page with

<script type="text/javascript" src="/HASHOVER2/loader.php"></script>

gives at end of displayed HTML
HashOver: Failed to detect required extension: intl
