Add Option in Tools Menu to Launch WIndow

Ideally we give users the option to launch the VIPeek window from the Tools menu. Besides just giving users another option to launch the tool, it will also allow users to launch the regular navigation window through Ctrl+Shift+N and still use VIPeek.
This was requested by multiple people at GDevCon NA.
