Tech-admin edits region admin

As a user (tech-admin) I want to edit a region admin so that to manage the activities of the region

Role
user (tech-admin)

Acceptance Criteria

SCENARIO #1 Tech-admin edits region admin

GIVEN Tech-admin opens the cabinet
AND clicks the tab “Адміністратори області”

AND selects admin that wants to edit
WHEN clicks edit button

THEN admin edit page opens

AND Tech-admin changes all needed data
AND clicks button “Зберегти”
AND the data is successfully changed
AND Tech-admin returns back to cabinet

Business rule
Tech admin can edit admin until the status is "Approved" when the status is set to "Approved" Tech admin can not edit
