[Messages] Blocked Service Provider (SP Deputy and Workshop Administrator) can send messages to Users and receive messages

Environment: Windows 11, 64 bit
Google Chrome 124.0.6367.92
Reproducible: always.

Preconditions

1. Go to https://oos.dmytrominochkin.cloud/
2. Service Provider has at least one confirmed application
3. Servise Provider from Preconditions was blocked by Admin (e. g. Ministry Admin)
4. Log in as Service provider from Preconditions

Steps to reproduce

1. Click on the name or arrow at the right top corner of page
2. Select 'Заявки' line from drop down menu
3. Click on message icon opposite confirmed application. Select "Надіслати повідомлення"
4. Type some text into message window
5. Click on the "Відправити" button

Actual result
Blocked Service Provider (SP Deputy and Workshop Administrator) can send messages to Users and receive messages

Expected result
Blocked Service Provider can not write messages to Users and over against
