Remove supervisor configuration from staging and production buildout config 1pt

Supervisor is configured at the OS level via Ansible, and the configuration currently in staging.cfg and production.cfg is ignored. This is confusing, and it would be better if the buildout config was removed, and replaced with a comment explaining the OS component.

@alecpm any chance you could deploy this for me? I ran into SSH obstacles getting into the server.
