Ad entries are being written to mirror twice

Why at least some ad CAR files get written to mirror twice: once by ago on dev and one by prod nodes?
Example baguqeeraux6rzj2e6fdotgyiuivfnkauyznxargkfnlk4x27nsl2rmgryg2a.car.gz was written byarya on prod at 2023-06-21T12:11:56.359Z then again by ago in dev about 1.5 hrs later at 2023-06-21T13:35:12.435Z.
OK this is because dev and prod use different s3 buckets. Thanks @gammazero for pointing this out
