Skip over missing entries links in `provider` CLI

Introduce a flag that by default skips over the missing entries links, i.e. content not found error similar to the ingest pipeline of storetheindex for sub-commands: ls and verify-ingest.
This allows a client to continue to verify ingestion of their chain as it would be ingested by cid.contact.
