Configure allow/deny policy for indexers

Add the ability to configure datatransfer allow/deny policy for indexers. This will configure a go-legs dtsync.Publisher to allow or deny datatransfers with indexers identified by peer ID. The policy should work the same as the storetheindex allow/deny policy.
