bittube-wallet-cli v3.0.0.0 - missing libprotobuf.dll

When launching this latest version, I get a pop-up:
The code execution cannot proceed because libprotobuf.dll was not found.

What version of Linux you have? try this sudo apt-get install libprotobuf-dev

Sorry, forgot to mention, this is on Windows, so it's strange why it's looking for this dll.
