针对频道/群主或按照订阅内容开启Preview

虽然bot本身不应该在消息中包含正文内容，但是部分链接（比如Twitter）之类的Telegram本身有蛮好的preview或者是instant view。
有些时候这个还是希望能够保留Preview的功能，不知道是否能够按照RSS订阅/发送消息的群组/频道进行控制，在部分情况下开启Preview。
