Limit actions to run at iobroker.repository repo only

iobroker.repositories repo is forked very often. Per default all workflows are forked too and runn at the forked repository too.
a) ALL Workflows should be limitid to run if the rpository is iobroker.repositories. This should be possibly by using an "if" clause.
b) It should be checked whether a similar limit can be implemented for dependabot as dependabot PRs at forked repos could cause unwanted files within a stable / latest PR
