readyForStable: close old issues if outdated

readyForStable should close issues if either the stable or the latest revision does no langer match and a new issue should be created.
Currently an unclosed update suggestion from 1.0.2 to 1.2.0 will block any new issue even if the new suggstion would be 1.1.0 to 2.0.0.
As both releases are embedded into the title an easy filteriung should be possible. So closing should be possible (see dependabot commnted "replaced by" ...
In addition a reminder comment could be evaluated every 30 days ...
