Directly address centrality vs subsidiarity vs decentrality

In areas of evaluating need + impact and coordinating funding it would be helpful to directly address tensions + tradeoffs between central, subsidiary, and decentral approaches, and how IOI envisions consolidating, federating, or disintermediating the space of potential efforts.
Links to positive and negative examples or parallels (IOI is / is not) would also help [and can translate better than narrative alone].
