Device panel disappears on first device connection

STR:

1. Open Intiface Central with cleared config
2. Start Engine
3. Run Start Scanning with usable device in range

Expected:
Device shows up in device list

Actual:
Device panel does not render

Notes:
The initial lists in the user config block were built immutable, meaning we have an empty list we cannot add to.
