Exclude lead's from "Assigned PRs" section of weekly PM digest if no PRs are assigned

Problem
A clear and concise description of what you want to happen
The "Assigned PRs" section of our weekly project management digest contains an entry for each lead, regardless of whether they have any open PRs assigned to them.
Expected behaviour / screenshots (ex: Figma design screenshots for UI feature)

What is the proposed solution / implementation?
Don't include the lead in the "Assigned PRs" summary if they have no assigned PRs when the digest is generated. If no leads have assigned PRs, display a message saying the same.
Is there a precedent of this approach succeeding elsewhere?
Which suggestions or requirements should be considered for how feature needs to appear or be implemented?
