Expand Recent Comments Bot to ignore comments by issue's Lead

Problem

In the past, Needs: Response was only considering staff comments

The consequence is... When a non-staff lead comments on an issue, Needs: Response gets set because the bot detects there's a new comment on the issue 😅

This issue will add the current issue's Lead to our ignore-list so moving forward, when e.g. a lead like
@Ray Berger
is the lead for an issue and adds a comments, then Needs: Response will not get added.
