Clean up repository

This repository seems like it used to be a stand-alone website and was structured as such. However, it has been years since the last update, and we also now publish the specifications to interledger.org/developers, so there is some clean up that needs to be done such that the content pulled into the current site renders correctly.
We also want to update the list of specifications and move those which are obsolete to the deprecated folder.
