We should include a the CC-BY-SA badge in the document templates.

@mDuo13 I was about to put the CC-BY-SA badge into the footer and discovered that we've marked all of the RFCs as CC-BY since they were first published.

WDYT? Should we resolve to continue with CC-BY 4.0 and amend the changes made in #473 or switch to CC-BY-SA?

I think it's fine to switch. Maybe make a note of the date we changed it in the contributing or license file (to respect anyone who used it under the prior license).
