Allow using $ inside the wallet address

Instead of just allowing wallet addresses as, https://ilp.rafiki.money/f1475476 we should allow wallet addresses beginning with $, ie.$ilp.rafiki.money/f1475476 as well
Closing: we use walletAddressurl everywhere, with no mention of payment pointer.
