td_quote is not correctly generated in vtpm-td

After fix the issue, the ca_cert is larger than 5k bytes and hence it is stored in 3 NV Indexes (0x1c00100, 0x1c00101, 0x1c00102). The corresponding CI test case shall handle it as well.
