Stack Overflow Tag Manager - Questions with ignored and interesting tags

Hide question if number of ignored tags >= number of interesting tags.
Is there a weighting which would be less likely to hide questions which are actually interesting? How about only applying the above rule only if the number of tags is greater than 2?
