TensorFlow 2.1.0, python 3.8 avx2 fma only CPU

Please, you can cuild tensorflow 2.1.0 without gpu?

You can install the GPU enabled version and it should just fallback to a CPU (you will see some warnings about cuda device missing but that's okay).
